How Do I Make My Girlfriend More Openly Affectionate?

She sometimes texts first in the day, but often it feels like she is waiting for me to do it. So etimes she has ouburst of lets do this and that via text, but not often... and when I ask she agree but its all aloof. Takes her time to warm up in person and she is great when she does, seems to hate holding hands or PDA's.... what do you guys think, shyness, games, or she been hurt in the past so a reaction?
