My father is in Malaysia refugee camp at the moment.im in sri lanka.i need to get him back.what should i do?

He was arrested under illegally overstaying in Malaysia.he is the only person i have.i want to get him back to my country.i did inform to srilankan high commission in Malaysia.but they answered negatively.please let me know the process step by step.
