How do i make him like me? alot.?

theres this guy i like , so he's told me he likes me but actions are speak louder than words & he doesn't really seem like he does. i really wanna know how to make him want to spend more time w| me & i need to know how to make him start txting me first. he's always making excuses & only talking to me when HE wants something. he's a player i can see that but i like him & i want to make him chase after me instead of the other way around , its getting tiring. iwant him to need me like a druggie , get it? he's17(thats kinda my problem , but yeah) & i'm 4teen(the girl). any ideas?
