How to go about getting paid what you're due?

Ok.. My fiance is a carpenter. He lives and works in NYC currently remodeling an apt bldg in Manhattan. The city owns the bldg and hired a gen cont to get the guys and get the work done. My fiance is the supervisor of the men. ..but now my fiance (along with all the workmen) are having difficulty getting paid. The gen con keeps saying the inspector is coming and once it pes, the work will be signed off on which will release the pay. But the inspector was supposedly scheduled to come for like 3 weeks now and no one has seen him/her. They're constantly not coming which means the work isn't getting signed off on so that the payroll can be approved. 1st time around they waited a month to get paid and now this is only the 2nd time they're suppose to get paid but today makes it 6 weeks. Who's neck can we breathe on to get $ to pay the guys? i mean, people have families and expenses and they've been promised bi-weekly pay but again, 1st it was a month later and now 6 weeks later.
