What is the best remedy for congestion for a 13 month old baby?

Of course I can't give her medicine. I've done the vaporizer, humidifier, vick on the chest, back, and sole of her feet; and almost for a month now, she is still congested in the chest. The doctor told me to just ride it out and "let nature take its course."
